I can't claim to have hung out much at Dougies. But Amsterdam has a constant flow of mostly young people who come in with a friend or 2, order, eat and leave. Earlier in the day you can sit and chat, and it's true that I always run into someone I know when I go. But the tables are packed close together, so even if you see someone you want to talk to, you can't stand near their table without blocking the waiters. At dinnertime it's full, and there are often people waiting for tables (I haven't seen long lines or waited more than a short while since the opening period, but 5 or 10 people waiting for a table is normal at Amsterdam at dinnertime, so people don't linger or hang out, they eat and leave.
