The question was from 4 years ago. But since the topic has been revived, Jerusalem Grill in Campbell (San Jose) is right on the way from Napa to Monterey (but not if you're going via SF). It's a million times better than the still awful and massively overpriced tourist-focused Sabra Grill in SF Chinatown. Jerusalem Grill even has kubbeh soup, and is up to the standard of most LA and NY Israeli restaurants. I wouldn't say it's exceptional, but it's good and worth the trip if you keep kosher or want to check out a full menu of Israeli food.
There's also Amba in Oakland, which now serves meat. I haven't seen any reports.
