it's common to serve sliced carp steaks on shabbat, so actually, removing bones from fish is not one of the 39 classes of prohibited work.
There is a dictum in the talmud against speaking while eating for fear that a fish bone could get lodged in the throat.
It's just a way to serve a boneless carp, which is a ton of work. (in israel, it's not rare to see carp served this way.)
