Peanuts are definitely legumes. There is not much doubt that they are kitniyos -- the only one I'm aware of who says they're not is R Moshe. Yes, he permitted them and their oil, but he is hardly the only posek, and as far as I can tell on this he is a lone opinion. Relying on him to permit them is a leniency; not doing so is not especially stringent.
