I would recommend you consider Munich. Superb restaurant right next door to shul, in the city center. Definitely open on all hagim and shabbat with prepay. Possibly the best kosher restaurant in Europe. Shul is also very pleasant (ashkenazi)
Also shabbat meals at restuarant next to shul in Basel, and options avaialble (in either shul or Crowne Plaza hotel) in Berlin.
There are also several restuarants open on Shabbat/Chag in Paris, plus Chabad of Champs Elysee has catered meals.
And Prague is no problem on Shabbat, there is also a kosher hotel there now.
